Looking for Help with Identification

I found this in Westfield, MA. It is similar to plates I have found from the civil war in some respects. But I cannot identify it. It appears to have a lead base. I cannot tell if it is aluminium cover or silver, it is thin. On the back, you can see where there was wire that came out for attaching it (probably to some leather good) When I firsat dug it, there were still some wires coming off (Barely), but they have since come off. I cannot place the design. I do not know if this is militaey, police, fire.... or if it was just a decoratrion on a saddle....please help!!!
