but it almost looks similar to or reminds me of a guide foot for an old pedaltype sewing machine . or maybe a measure indicator for something like an older scale. just some guesses.

I brlieve that is one of a two parts the other part is an eyelet that came through the slot and you could put a lock on it ,used on old type desk drawers.
