Clock winder??

Spent a few hours at East Shore Park in New Haven this morning. I came across this relic. I believe it to be a winder for an old clock. If anyone has more info on what exactly it is would be appreciated. Happy Hunting!!!

PS Since cleaning it, I can see threads at the base. Possibly an old mechanical valve?

My guess is that it is an adjustable needle valve for a old natural gas line.:huh::huh:

i would agree with Jeff as it look like a valve from an old gas pipe or lamp .
