Button with a number on it

Found this on Sunday. I have put the cent for size comparison. I think it is a cuff button but I really need the experts to chime in. Could it possibly be military??

Del, please do, its one of those items that bugs me, need to know. I tried googling, got nothing.
 
I may be wrong but I think that is a head off of a railroad tie tack,I seen some that looked just like that when they put in new concreat ties here in town.
