These seem to be quite common. I found one on a cellar hole lip this week and almost had a stroke. It was a pure 94 between the nails.
Could it be what's left of a cloth button? Doesn't look strong enough to be a load bearing grommet...?

That would be a tarp hole reinforcement ring

Thanks, Guys..could be either...I do find tarp rings from time to time but they're flatter, thicker, and not usually at old sites. These are found pre-1930s sites. Also, I seem to find them right on the cellar hole lips, not in garages or barns.
Might be an old spacer or washer as well. I find them from time to time as well. Usually in areas that are in the 1910-1930s that I find them.
