Civilian buckle help, please

Can anyone tell me anything about this brass buckle that was dug in Maryland about 30 years back?

I've not seen that particular style before. It appears to have been punched out on a machine is about all I can tell you for sure about it.

It has been identified as a post 1900 civilian buckle.
