What Kind of Tag is This?

I was looking through my old finds to see if I had any more rabies tags to give my hunting partner and found these two larger tags. The oval "22" is a cow tag that I found at an old dairy in 2000.
The second tag is the one in question. It is lighter than the first one and looks like a strap would pass through it. I can't remember where I found it or when.

I agree, it looks like a luggage tag that might be used by a railroad, steamship, stagecoach, etc.

Baggage/luggage/hotel check tag is a good guess guys. It seems similar to some on E bay.
