I'm no expert on buttons, and the Paris on the back certainly is strange. A fouled anchor is the symbol of a US Navy Chief and is found on just about everything on their uniforms.
I suggest you post the pictures and question in our What Is It? forum. Many more folks will see it there, as opposed to this introduction forum.
I've traveled a long way, and many of the roads weren't paved.

hello Mali843 , welcome to American Detectorist, your button is an interesting one and obviously made in Paris , the fouled anchor with rope border is an older design . can you confirm the backmark , to me it looks like W P H Paris is that correct??

There was a L.R. Paris around 1840 that was a button maker and or a dealer
Also it could be a Massachusetts Nautical School uniform button ? and the Navy had a one piece with border rope edging (24mm )
Both button look very much like yours but the backs don't match up ??
