Found this coin today (on Canadian soil) and wondering if anybody has seen one before, It's dated 1864 or 1854 and there is no value on it.

I thought it was American b/c on the top of the bust it says liberty.

It is from the States but it isn't a coin, it's a patriotic token dated 1864 and issued during the civil war. It's a neat find! Here are some examples like yours:

NAGOLOCOP, here's a little information about Civil War Tokens. The 2nd Link is even better. It shows the one you have but there are several that look similar, so you'll have to match it up with the Pictures and the description .
