Maybe a pin worn by clergy

Looks like it saw the bad end of a lawn mower.

Second thought, it looks too big to be worn as a pin.

Maybe it was mounted to the license plate on a car to let people know that the driver was allowed to park in a reserved space.

That is not a bad guess

I believe here in MA we had a similar one attached to the front license plate around the 60's / 70's.
