Possible Child's Commemorative George Washington Axe

Found this Axe a few weeks back, it only measures about 2 inches tall and 1 1/4 inches wide at the head. No markings, it's made out of pewter.Any input as to what any of you experts might think it was would be appreciated. Was found near a colonial cellar hole.Name: IMG_0810[1].jpg

I have to search my memory banks, I know I have seen one or two found before posted on old forums, and yes, agree, Temperance Movement symbol, if not that than something political. A super find for your relic collection, and something like that I would cherish more than most of the older coins I have found.
