Laws in California

Hello all,

A (French) friend of mine is going to LA and would like to know more about metal detecting laws in California, probably more specifically in LA County.
He'd like to possibly detect beaches... or wherever he can metal detect ! Also, he won't be taking his metal detector. Anyone knows a place where to rent them? Or any good soul out there in California willing to take him out and lend him their back up machine? (I don't know his level of English though...)

Any info is more than welcome !

I am not down in the LA area, but California beaches are wide open and free to hunt!
