    Swiveling Whatzit??

Got out for about a half hour on a friends woodlot. Nothing of real interest was found,, but I'm curious over this swiveling-hicky. It rang up high 70's low 80's. Chrome plated. What really puzzles me is that it apparently goes on the end of a wooden dowel or similar.

At first I thought it's part from either an old bottle capper or wine bottle corker. But after looking more closely that doesn't seem to work. I hope someone knows; this one has me intrigued.

I can see the capper or corker idea. My mind went towards adjustible flag holders, but that didn't really pan out either.

I was thinking it looks a lot like it would be the piece where a broom/mop/roller extension would swivel. It does look a bit small tho for that purpose too.
