Its a bit smaller looking for a cane in my opinion Todd and a cane would be an unusual thing to find on a muster field , but I can see it having more merit as a personalized piece to an officer's riding crop

I don't think a powder measure, but maybe a crop or some other personal item. look at the small markings after the initials. Esquire ?
