I don't know what they are but they are very interesting! Obviously decorative bolts to latch something down, but what were they attached to? I love the design of them!

My guess would be the latches off the seed box on a planter.

After seeing this original post earlier I was behind a dump truck that had a small latch door on the back and I couldnt help but notice how similar the latches were to the posted pictures and couldnt figure out what they would have needed the latch door for, my conclusion was seeding so yes I agree with you just a hunch.
It looks remarkably similar to a patriotic drum tensioning rod assembly

Great guess, after reading your thoughts I did some research and found one similar to mine.
Brass patriotic shield, drum head tensioning device. they mentioned Howard Crouch's "Civil War Artifacts, A Guide for the Historian".
If I can find that book I can see if I get mine dated. Here's the pic of the one that is similar.
