typically cut for change, but I haven't seen a LC cut down into 1/4

Brian is right , generally coins are cut to make change , a whole cent is cut in half to make to half cents and a half cent (or whole cent cut twice) is sometimes cut in half to make two quarter cents or a farthing .

i have a couple of whole cents cut in quarters and a few half pennies cut in half to make farthings
