Buckle and Tag?

Hi,

My friend Steve and I went out hunting yesterday and Steve found a couple of very interesting relics and I was hoping we might have some experts that could help us identify exactly what he has. We found both items in Northern Missouri. The tag has printed on it.

well the first is some sort of id tag ... whats the tag itself made of ??

the second is half to a ladies victorian era sash buckle
 
it don't look terribly old but it still could be if its made from brass or copper , i'd start looking for an A. Harris in the city of Granniss Arkansas maybe in the city or county records. who knows , he could be someone important or a veteran of some war.
