OLD HOME KEEPS GIVING*RARE VICTORIAN LIGHTER

i didn't give up that much but there are so many targets and it keeps me busy.
2 IH' 1898 & 1904.2 wheaties a stamped brass buckle and a whtas it? in a brass case theres a cutting wheel inside mounted permantly inside box.when ya push lever down on side it makes wheel move inside :dontknow: any ideas on it anyone
