This would be Sheffield plate by Henry Wilkinson. As for the date, that's much more difficult. Silver plate stamps varied by manufacturer and were not consistent. All I could get was somewhere between 1831 when they got the license to make electroplated goods, and around 1897 when some laws were passed dictating marks for exporting, and more. There were also problems with some maker's trying to make stamps to imitate real silver and pass it off as such instead of plated.
BTW, the 418 on the bottom is their catalog number, but I haven't had any luck looking it up. But being a fairly low number, I suspect it's an earlier piece.
