its a very cool piece Robbie , if i had to guess i would say its a check claim or tool or work check for a business .
Check claims were used for a number of things , when stabling a horse or other personal belongings to another business the check claim would ensure you received the same property back . Tool checks were when workers at a factory used a tool they were assigned a tag and even workers at large factories (sweat shops) had labor tags with numbers they had to use on a daily basis to let management know when they were at work .
