Buckle and unknown ID Please

Found these today at two different sites. I know the buckle is modern but can't put my finger on it. The other piece is brass and the word "environment" is written across the bottom of it.

That's a Cub Scout belt loop skills badge. Cub Scouts earn them for learning different things. Originally, the indented parts would have been painted.
