Could be something, could be nothing

Is this a thing? Meaning some kind of identifiable object with a know use and probable age? Or is it just a random scrap of metal? The quarter is for size. As always, any insight is appreciated.

Dave is right , there also called a terret sometimes. horse or oxen reigns would go through these to keep them from getting tangled up in the yolk or animal .

Thanks for the responses! When I look at other terrets online though most either have a threaded base or a slot at the base where it looks like a strap would pass through. I'm not sure how the one I have would work with just the nub on the end perpendicular to the loop and coming out of that shell shaped part. I don't see how it would be attached to a harness...

I think an L bracket could be attached and it would work out. It does look like a terret.
