Pat. Date or Actual Date?

I have one more item I also found along with the ring I just posted. Both items where found at the old closed down Military School where I've hunted for the past year and a half.
Now this Eagle Pin has a Pat. date of May, 4 1888, but then underneath it, has another date of June 22, 1888. Does any one know it the second date is the actual date it was made, or are they just both pat. dates? Just curious of to when this thing was made.

Eric the type of eagle and the attachment look period to me , i'd give it the pre 1900 era nod
