Rosette and Buckle?

My brother sent me these two pieces and I am hoping someone here can give me an idea of age and use. The rosette is brass with an iron back and it feels like there may have been a stud in the center. The buckle is thin brass and has no markings on it. It came from an old house in Berkley Springs, West Virginia.
