Token? Coin?

It's in pretty rough shape. I can't make out much. It looks like a person standing or in stride with a wheel or a round object in front of them. There are words around the edge but I can't make out much. Has anyone ever seen anything like this? I'm thinking it's aluminum.

It's a head scratcher! Mine is in rough shape too. They must be made from crappy metal.
